Personality
There's not much that can be said about Noah's personality given his age. He's just like any regular baby: a predisposition to cry tons, poop and pee himself, sleep a lot, and annoy his parents during the night.
Power
At one point and time it was unsure of whether or not the baby possessed an ability or not, but eventually it became apparent.. Usually this ability was manifested through Elle. The baby occasionally shuts off her ability or causes her to overload. When Elle was prepared to kill Danko, she launched harmless flowers at him instead of her usual electricity.
During the day of Noah's birth, the high stress levels upset both Elle and Noah. Noah's ability became more defined since the last incident with Danko, transforming the apartment the Grays stayed in to somewhat of a crystal forest.
