Electric Manipulation (also known as lightning or electrokinesis) is the ability to create and move electrical energy varying in intensity as well as manipulating it.
Natural wielders of this ability generally are immune but susceptible to overloading and power reversal when soaked in impure water, a trait those who absorb the ability do not share. Unnatural wielders can be shocked by electricity however though they have a better tolerance than usual.
Elle Bishop
Elle has amazing control of her ability due to years of working with it from a very young age. She is capable of determining the voltage of her blasts and can channel her power from any point on her body. Elle is also capable of shooting out a constant stream of electrical energy, or a short burst. Able to create ball lightning she can levitate it in the air, charge it with more energy, or dessipate it.
When shocked by electricity she is able to resist it, as when Peter accidentally shocked her on multiple occasions. She is also immune to the electricity she herself creates. However, this immunity is canceled when she is soaked in impure whatever or if she is overloading.
Even though she concentrates on the amount of electricity she can discharge she is also able to manipulate it. This is evident in the fact that she created a regional blackout in Ohio which spanned four counties at the age six. During a confrontation with Claire in the Bennet's home, she was able to cause the lights to flicker and the televisions and outlets to spark.
In periods of heavy emotion, she is prone to losing slight control of her abilities causing all sorts of electrical equipment to malfunction, and to involuntarily create electrical discharges. One such time however her loss of control came in handy. Elle was thrown off of a building by Alexis Copeland and she believed she was going to die. This feeling of immediate hopelessness allowed her to electromagnetically repel herself inducing levitation, causing her to land safely.
Peter Petrelli
Peter can fire lightning bolts, but has not demonstrated the same degree of control as Elle. The only levels that he has demonstrated is a powerful concussive blast, a stun effect and a bolt of electricity strong enough to char flesh. Peter can also control the lightning by making a sphere, or conduct it through a metal object.
Sylar
After feeling tremendous guilt over raping Elle Sylar surprised himself by empathetically acquiring her ability. At first he didn't have much control over it, but with Elle's help and encouragement he's been practicing capable of making various shapes in accordance to the classic electric orb.
